MISLE CASE: 634869 DATE: 04 2231Q MAY 13 LOCATION OF INCIDENT: NORTHWEST TERMINAL, PIER 3 POB: 03 PFD'S: UNK WX: WIND: 3-6 KTS, AIR TEMP: 59F, WATER TEMP: 59F, SEAS: 2 FT, VISIBILITY: 10 NM SITUATION: SSC RECEIVED REPORT FROM USCG SECTOR BALTIMORE THAT THE THE TOWING VESSEL KALEEN MCALISTER WAS TAKING ON WATER AND EXPERIENCING SEVERE FLOODING AT PIER 3, NORTHWEST TERMINAL. THE VESSEL WAS UNABLE TO DEWATER USING THREE ONBOARD BILGE PUMPS. ACCORDING TO NRC REPORT 1046057, THE VESSEL STRUCK A SUBMERGED OBJECT WHILE GETTING UNDERWAY WHICH PIERCED THE VESSEL'S HULL COMMENCING WATER INTRUSION. THE VESSEL WAS MOORED AT NORTHWEST TERMINAL AND 03 POB WERE CONDUCTING DAMAGE CONTROL TO SECURE THE FLOODING. BALTIMORE CITY FIRE RESPONDED AND BROUGHT THE VESSEL ADDITIONAL PORTABLE BILGE PUMPS. DAN MARINE TOWING ALSO ASSISTED BY BRINGING THE VESSEL A TOTAL OF 5 PORTABLE BILGE PUMPS. 03 POB SECURED FUEL VENTS AND VALVES PRIOR TO DEPARTING VESSEL ONCE IT BECAME APPARENT THE VESSEL WOULD SINK. 03 POB DISEMBARKED THE VESSEL. VESSEL HAS 18,000 GALLONS OF DIESEL AND ABOUT 600 GALLONS OF LUBE OIL. SCC NOTIFIED RESPONSE AND LAUNCHED STA CB. STA CB ARRIVED O/S AND PROVIDED VISUAL IMAGERY AND OFFICER PRESENCE. SCC NOTIFIED CID AND PREVENTION. MCALLISTER CONTACTED OSRO, MILLER ENVIRONMENTAL, AND SALVAGE COMPANY TO DEPLOY BOOM AND PREPARE SALVAGE PLAN. USCG ON-SCENE. IT HAS BEEN REPORTED THAT FUEL IS SLOWLY LEAKING FROM VESSEL, APPROXIMATELY 10-15 GALLONS REPORTED TO BE LEAKING. DIVERS ARE ON SCENE AND CONDUCTING UNDER WATER EXAM. RESPONDING: BALTIMORE CITY FIRE AND POLICE, MILLER ENVIRONMENTAL, ENVIRONMENTAL RECOVERY COPORATION, AND MARYLAND DEPARTMENT OF ENVIRONMENT.
